HOUSE RESOLUTION NO. 13
By Mr. Speaker, Mr. Kiss, and Delegates Martin, Fleischauer,
Fletcher, Houston and Marshall
"Memorializing the life and public service of the Honorable
Robert C. Beach, former member of the House from the County of
Monongalia."
Whereas, Robert C. Beach was born February 4, 1935, in Meat
Camp, Watuga County, North Carolina, to Justin A. and Alma Bryan
Beach.
He received his education in the public schools and at West
Virginia University. A teacher by profession, Bob Beach
specialized in agricultural sciences, which he fondly and ably
taught at Clay-Battelle High School. He had served as Vice
President of the Monongalia Education Association and was Past
Secretary of the Northern District Agricultural Teachers. He
always fostered a strong and abiding belief in his students, as was
evidenced not only by his involvement in organizations such as the
Future Farmers of America and the WVU Benedum Foundation, but also
by the myriad of students in attendance at his wake and funeral
services.
Married to Nancy K. Boserman, they were the parents of six
children: Robert D., Lena K., Bryan C., Ronda S., Belinda R. and
Russell C. He was a Methodist and listed himself as an educator/farmer in his own biographical sketches. He and his wife
made their home in Core, West Virginia.
Bob Beach was appointed to the House of Delegates in 1990 and
was elected in 1992 and won reelection in 1994 and 1996. After his
appointment, his popularity grew and he received more votes with
each election.
A gentleman of the first order, he possessed a wealth of
expertise but was a man of few words and reserved public nature.
Although by no means elderly, his demeanor was very fatherly among
his colleagues in the House. He was respected and revered, and
served as the House Chairman of the Committee on Agriculture at the
time of his death; therefore, be it
Resolved by the House of Delegates:
That it is with sorrow and respect that we hereby formally
note the life and passing of Robert C. Beach, former member of the
House of Delegates, friend of humankind and the earth, beloved
teacher, devoted husband and father, and extend to his family our
sincere condolences on our collective loss; and, be it
Further Resolved, That the Clerk of the House of Delegates
prepare certified copies of this Resolution for presentation by the
Speaker to the family of Robert C. Beach.
